cities, warning page, and smtp settings

I would like to set-up cities for sates in a given area. I do not need classifieds for the world just for a given area were states and local communities are linked together. Is there away to do this?

Also for Personals is there away to set-up a splash page stating only over 18 click here if you are?

I also notice when someone registers it does not send out an email activation is there a place to put smtp settings into the system?
